Ok, so, my bad. Sort of. I realised that the number I was trying to put in was the account number plus the BSB. I claim ignorance because my bank statement labelled that entire number as the "Account number". Plus, PayPal was asking for the "Entire Bank Account Number"... which made me think I shouldn't put in a partial what-my-bank-statement-called-an-account-number.
Anyway, so I called PayPal. (Before I realised the above). Eventually I got put through to a man in America, who was very helpful and explained everything he was doing. He not only un-restricted my account but also closed it for me. Hooray. I wish I had gotten his name, to say thankyou, as he finalised all that stuff after I got off the phone.
So, thankyou Mr American PayPal Man Who Was Helpful and Closed My Account For Me.
